First winter Little Gull with broken tail band at Heritage Park on 9 December 2015. What would cause this?

 

The feeding frenzy of gull continues in the small harbour at Heritage Park. An abundance of minnows attracts hundreds of Bonaparte's Gulls and at least 4 Little Gulls. We saw 9 species of gulls at this location on 12 December 2015.
